Hon. Frank C. Damrell, Jr. (Ret.), a Principal at Cotchett, Pitre & McCarthy, was a distinguished United States District Court Judge, Eastern District of California.
Judge Damrell was a leader of numerous charitable, educational, political, and cultural organizations and activities. He served as President of the Consumers Federation of California, and subsequently, was appointed to the California State Consumer Advisory Council by Governor Ronald Reagan and was appointed Chair of the Advisory Council by Governor Jerry Brown. He served on the Board of Regents for University of Santa Clara, the Board of Overseers of the McCarthy Center for Public Services, University of San Francisco, and the Board of Trustees, University of California, Merced.
During Judge Damrell’s judicial service, he was appointed to numerous national and circuit judicial committees. He was appointed by Chief Justice Rehnquist and subsequently by Chief Justice Roberts to the Judicial Branch Committee of the United States Judicial Conference and served as Chair of the Judicial Branch Subcommittee on Civic Education for the Federal Judiciary. In 2008, Judge Damrell was appointed by Chief Justice Roberts to serve on The Panel on Multidistrict Litigation. This is the national panel of seven judges with broad powers to centralize major litigation filed in various districts throughout the country.
As a nationally recognized advocate for civics education, Judge Damrell was selected by the Chief Justice of the California, Tani Cantil-Sakauye, to be a leader of the Federal/State Steering Committee on Civic Education. He continues to serve on several boards including the Anthony M. Kennedy Library & Learning Center, located in the Robert Matsui Federal Courthouse in Sacramento.
In March 2013, Judge Damrell was appointed by Governor Jerry Brown to the Delta Stewardship Council. Judge Damrell’s State Senate confirmation is pending.
Judge Damrell received a B.A. from the University of California, Berkeley, a LL.B. from Yale Law School, and a LL.D. (Hon.) from Santa Clara University.
